Entering default gateway in url bar won't load *info below

ok so when following along with this video https://www.youtube.com/watch?v=volejWbTIKY at about 2:32 minutes in i don't get prompted to enter in admin or password but i've tried putting in the ipv4 default gate way thing in anyways but i get This webpage is not available

ERR_CONNECTION_REFUSED and an option to reload the page also details which is underlined

Things i've tried in process of the tutorial

inputting ipconfig in cmd

accidently putting in ipv6 adress and link local adress

downloading server pack from minecraft.net

changing eula from false to true

every other step in tutorial basically
