Erroor: Cannot Spawn Skull

Hi, I am trying to spawn skulls on my spigot 1.8 server but I won't let me! It comes up with the a message saying "Error: Cannot Spawn Skull, this is not a spawnable item" Tt is being to bug me! I think it is something to do with essentials but I have checked all the configs! Thanks
