Error: java.socketexception: permission denied: connect

I can't run my MineCraft! I've tried the following:

1) Get a clean MineCraft .jar from the Internet (I can't get the news feed or force update)
2) I uninstalled all of my Java, then I installed JRE7 64-bit and 32-bit (my PC is 64-bit).
3) Disable all mods in Magic Launcher. [as well as step 1] (I use Magic Launcher.)

Someone please help, I play on DuncsWeb Survival PvP and I've posted on their forums, and I'm about to post on MineCraftForums.net! On the server I play on, if after 2 weeks you've been inactive, your /res or /resident (Towny) file will time out! I only have a few more days!
