Eula=true not working?

Hello.
My server gives me the error: Accept EULA in eula.txt
I have accepted with eula=true, yet the server doesn't work? Any suggestions?

or try putting a space between the = and true like
eula= true
eula= true
delete the text file and restart, then stop and accept the EULA again, hope this works
