I just updated to 1.6.4 for factions and now TNT does not blow up faction claimed land. Any help would be great as people can now not grief other factions and raid them.

Do you have essentials? If so the TNT does land damage may be turned off for some reason or is it just in faction territory?
It just doesn't blow up in faction territory. It does land damage everywhere around it.
Sounds like you have a setting in factions enabled to protect claimed land.
In general /f flag for each there are settings to turn explosion damage on or off, maybe consider looking in your config folder for the global option for it, if this is happening for every faction
It is an offline explosions issue, but the problem is, I can't find the global settings for this as I have been through all the config files for both factions and mcore multiple times.

I figured it out. You need to make sure you have the newest factions installed as well as the newest config file itself. In the config file, there is a new option for explosions offline set to false by default. Change it to true, and you are all set.
Well Im using mcore with factions and factions uses mcore with the config so can someone tell me what i need to edit in the mcore/mstore folder
