I have searched the Factions uconf@default and the mconfg and can't seem to fine an option to set the maximum player power. I'm running factions 2.4.0 . Can anyone help me with this?

You also have MassiveCore?
If yes try reinstalling MassiveCore and Factions, pick a version which works with your server version.
