Can you make in factions that you can only claim areas when there are no enemy players in it? Need it for my server.

No, I don't believe you can edit factions to allow that specific function.
When you say "Enemy players" Are you referring to factions you have set as an enemy? If so, then no. If the land is available and not taken, then you can claim it.
Just all factions, so you can only claim faction areas when nobody of that faction is on it.
