FACTIONS HELP!!!

Hey everyone! I'm looking for someone who can help me configure the factions plugin. I have a Bukkit server that uses factions and what I want people to be able to do is to raid peoples chests in there own territory. At them moment, it is set so that people cannot raid (open and take stuff) in enemy factions. I want it so that people can open chests in other peoples factions land! I have Factions v2.0.4, so there isn't any command saying territory protected materials! I know there are permissions for certain ranks using containers, but that is only for their factions own territory, not others! Does anyone know of a way that I can make it so people can open chests in enemy territory?
