Factions Plugins Help

Hey,
Im recently working on my server which will be a future FACTIONS SERVER. The factions plugin and the mcore are both downloaded but it still won't even show up when i do /plugins. Im using Spigot but am wondering how to make the plugin work, all other plugins work except this one. Will really appreciate any help.
