Failed to bind port - Perhaps another server is running
So I used to run a minecraft server but I deleted it and its gone forever. Now im trying to make a new server and it stops in the middle and says:

I cant even make my files! It only makes the server.log and server.properties!
Ive also already restarted my computer.

No, you are in fact running a server, otherwise a server wouldn't pop up. You most likely ran an instance without using a console window. Go into your task manager's processes tab and close any instances of java running (or restart your computer).
Actually I checked my IP and the port isn't even being used and i just found out when i type in 'localhost' in the multiplayer server section a 1.5.2 server pops up! And im not even running a server

#1 Is your firewall allowing the port through?
#2 Is any other program running/blocking that port?
#3 Is your router page properly configured?
#4 Is your IP address STATIC?
I recommend using the free program available on http://portforward.com/ (a trusted website) to determine whether or not your port is open.
