So I used to run a minecraft server but I deleted it and its gone forever. Now im trying to make a new server and it stops in the middle and says:
=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-[INFO] Starting minecraft server version 1.6.4
[INFO] Loading properties
[WARNING] server.properties does not exist
[INFO] Generating new properties file
[INFO] Default game type: SURVIVAL
[INFO] Generating keypair
[INFO] Starting Minecraft Server on *:25565
[WARNING] **** Failed to bind port!
[WARNING] The exception was: java.net.bindexception: Address already in use: JVM_Bind
[WARNING] Perhaps another server is running on that port
=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-
I cant even make my files! It only makes the server.log and server.properties!
Ive also already restarted my computer.

No, you are in fact running a server, otherwise a server wouldn't pop up. You most likely ran an instance without using a console window. Go into your task manager's processes tab and close any instances of java running (or restart your computer).

Alright.

#1 Is your firewall allowing the port through?

#2 Is any other program running/blocking that port?

#3 Is your router page properly configured?

#4 Is your IP address STATIC?

I recommend using the free program available on http://portforward.com/ (a trusted website) to determine whether or not your port is open.
