Firewall Blocking Minecraft

Hello when i join a LAN world on my brothers computer, and vice-versa, it says connection timed out and the same with when i play on my brothers server it says connection refused. Some people suggested pinging his computer. At first it didn't work but then i turned my brothers firewall off and then the packages were sent and received. But Minecraft is allowed, what is blocking it?

Most likely the firewall is blocking incoming/outgoing java connections in some way, so make sure there is no blocks on that. If that doesn't solve it, check to make sure their firewall isn't blocking traffic on the port used for LAN.
