I followed a tutorial exactly but when i try to fish with the slab in front of me it just hits it instead
and if i do actually hit the banner it doesnt go into the water it just floats like that right Infront of the water

Okay, regarding the screenshot you shared—even though you didn't provide a link to the tutorial—I tried to verify the steps myself based on the image you sent.
What you did was place trapdoors and close them, then add water, place a chest, and finally an Illager banner; even though the slab you placed isn't clearly visible, it makes sense.
In the Java version, you can't fish at the water's edge—that only works in the Bedrock version. I actually tried fishing at the water's edge where the chest is, and I did catch fish and nautilus shells, well, and also some boots (Bedrock only)
You can only fish from the water itself, not from the edges; furthermore, based on the limited information in the tutorial you are following, that is the only detail I was able to confirm.
