Yes, I've managed to find the build I did for someone awhile ago to fix this. I believe it was to do with Galacticraft mod and Flans together. It causes this error in the log :
net.minecraftforge.fml.common.LoaderExceptionModCrash: Caught exception from Flan's Mod: Apocalypse (flansmodapocalypse)
The file you need is this one to cure the problem :

I stand corrected, the update has appeared on Curse as a one-off update to fix the broken apocolypse content. You can find that version here :

Not sure which is the most up-to-date out of the 2 links above, but I'd go with the Curse version.

I have seen this error before. You probably have another mod or two installed. Although I am unable to remember exactly which mod conflicts, It's going to be another mod with an apocolypse theme in it. If you try removing all your other mods and just leave flans, you should find it'll load, which at least will tell you that you have a working version.
If I remember corrently, there was an update done on Flans side to fix this, but its fairly obscure and difficult to find because its not advertised on Curse.
