So I;ve been boulding a city on a flat world for almost 4 years. Recently in minecraft 1.18 there is a build limit extension also to negative values. I made copy of my world and converted it to the 1.18. It appeard that nothing is generating on negative values.
Is there any way to just "lower" my world to tle -32 or just generate there a bedrock or something?
Is there a way to convert my city without huge empty spave under bedrock?
On a completly new world the layers are placed in negative values.
Or meybe should I just live my world like it is and fill empty space by commands or worldedit

Flat worlds were affected. I checked it myself. You can build something decent under the bedrock.I dont think flat worlds were affected by the negative value change, because why would/should it?
You might be able to build below 0 though

Thank you. I will build somethind under the bedrock. Maybe a mineshaft or cave system
