Solution found, I had to get rid of all java installed on my computer that have the number 8 in them, like java 8, get java 7 instead.

Then proceed to make a new profile without any mods for the version you want to play, or play it if you already have a clean vanilla profile. Now resinstall the mod as usual and it should work! I went to http://files.minecraftforge.net/ and downloaded the forge 1.7.10 installer. I ran it, selected client, and it installed. I know I got it from the right site, because I had gotten 1.6.4 installer working in the past from there.

That does seem to be the correct site. Try deleting your .minecraft folder (apart from saves and texture packs) and then starting over from there. It is very possible that forge didn't install the correct libraries.
I personally, do not want to delete my appdata folder, I have lots of stuff, and I suck at copying and replacing my old file backups. Also, how do I check if I have java 7 or 8? Some people online say you need java 7. And also, how do I completely uninstall java, in case I need to, so I can install java 7.
There's your problem. Delete all version of java you have and install java 7. It should be the only one on the website.

Your problem is you're using Java 8u20. A few weeks ago it was made clear that 8u20 broke Forge. Use 8u11 or the latest Java 7 if you want Forge to work.
