Forge server help

To start this off, i just want to say i am not new at creating servers. I've created atleast 8 servers in the past, forge, modpacks, vanilla, and bukkit. I know how to port forward, and i know how to manage plugins. But recently, i've moved.

As normal, i know i need to portforward again. So i did, with the same settings as the last house. And the port was still closed! So i tried port forwarding again and again with different names and gateway addresses (just incase i derped) and it still wouldn't work! So, i decided to see what i was doing wrong. I headed over to the great site Portforward.com, and i did as the instructions told me. So, as i was reading it suggested that i switched to a static ip, so i di by downloading their software. I now have a static ip, and i try portforwarding with that and still doesn't work! So i'm thinking: Well if i set it up perfectly as the website says, it must be fire wall. So i check firewall, and everything is fine, all the java RSE's are allowed publically and privatly. So, i was thinking it might because i downgraded from 1.8 to 7 because of the forge break with 1.8_20. But then i remember it worked perfectly with vanilla the other day, and i haven't hosted a server sinced i moved so i finally concluded with the thought that it probably was the move. I still need help, so if there's any suggestions please help me! Help is apprieciated.

EDIT: I found out that i recently got a new modem, and i'm still confused on what to do. Also, using trouble shoot i found out that 2 devices are doing NAT, and i don't know which devices and also how to disable
