I DID extract.
Help me. I downloaded MCP, then put the "forge" source folder inside. Then I clicked on install.bat It got to "Fixing MCP" or something like that before it completely froze. Help.

You should just download the src folder instead of what you are doing:
http://files.minecraftforge.net/
Download the src version of the newest one, then run install.bat. You don't need to download MCP, it generates / downloads it for you.
