I am trying to change my forge version, and whenever I use the installer the version shows up as a folder with only a white page document, no java file or anything, while also not showing up in the minecraft launcher.
I have latest java.
I have ran jarfix 1000 times and nothing happened.
I cannot run the installer as admin.

I recommend using an aftermarket launcher that handles forge, fabric, etc. This will make handling worlds, screenshots, mods, java, forge, fabric, or whatever else you need all in one place. With a launcher like MultiMC, you only need to click on the forge version you need, and the launcher will handle the rest.
The only caveat is that you will need to install Java manually in most cases due to EULA issues, but it is pretty much a one-and-done thing.
