Free Resource Pack Creator

Is there by any chance a resource pack creator that I can use for free? All I can use right now atm is a resource pack creator from Nova Skin beta (1.10). Is there anything newer that I can use, if so please tell me!!!!

Nothing up to date is going to "create" the pack for you. You can set up the folders, and use blockbench and the PMC editor to do mobs/blocks
