Hey I was wondering if there was a way for my cousin and I to get a free or really cheap server so we could do some building and eventually some youtube videos in the future. Also if you know a good program to use to make the videos that would be nice too.

Free servers are either outdated or have horrifying downtime.
Cheap servers are just plain bad.
The only thing that you can do is host yourself.
If you only need to build, I've got a private build server.
