My friend can't connect to my server!

I created a local server so my friend could connect to me, but every time it says:
Connection Refused: Connect
I allowed Minecraft through Windows Firewall and it still didn't work. Is this simply because I didn't turn on LAN on my modem?
P.S. There is this annoying hacker that didn't want to pay for internet, so he used ours, and we changed the password, changed the modem to WPA2, and hid the modem from the connections list. Did this cause a problem too?

You probably didn't port forward.

if your ip is not portforwarded this will not work but then if u portfoward this hacker will have another entry point to your connection so this will not work
maybe use hamachi but i dont know if that is safe enough
