Getting Lower FPS then I should

I recently bought a PC from a friend of mine that is about 4 years old and it runs every game I try to play well and at the level I'd expect except for Minecraft. I've messed with all my settings, I installed Optifine, and I turned everything to the lowest possible settings and 2 chunk render distance and I got 20 fps on average, and when I turned everything back to Fancy and a render distance of 20 chunks I still got 20 fps on average. Additionally. the amount of RAM I had allocated made no difference whether it was 2 gigabytes or 8. I don't know why it's running so poorly and my pc runs everything else much better, so I haven't had an issue like this before. I also recently updated my Nvidia drivers so that wouldn't be the problem. I have an i5 7400, 16 gb of RAM, and a gtx 1060. Does anyone have any potential solutions? All I'm really looking for is like 40 fps so that it's playable and smooth.

Maybe instead of Optifine try Sodium, a mod on the Fabric launcher.

It is said to work much better than Optifine, and it definitely is for me.

There are still works in progress, you wont get connected textures on glass if you use Sodium...

apparently they are working on it, so hopefully in the near future.

It is better in terms of optimisation. It changes way less code and doesnt add unnecessary features like optifine does with additional texturepack support that infringe on performance

i honestly think you shoudl try out clients like lunar or perhaps use a different mod that isnt optifine honestly idk but i hope u figure this out

This may not be of much help, but there is a video setting with optifine that allows you to specify FPS. You may want to double check to make sure this isn't the problem.

Thank you for the suggestion, it's set to maximum and it is functional as when I turn it to 5 or 10 it does limit the framerate, I don't think that is the problem but thank you, I really appreciate any and all help.

Probably wont work, but turn off Vsync

Thank you for the suggestion, I've turned V-sync on and off and it doesn't affect the performance, which is really strange, and it doesn't make any noticeable difference to smoothness with it on or off. Sadly I don't think this is the problem but I really appreciate the help.
