Try out http://Lumengaming.com, or at the very least check out the pricing. I haven't had any lag from them, the support is great, and it has a lot of accessibility options. Multicraft, FTP, SQL. yep.

They offer an outstanding custom control panel which makes upgrades, installations, etc a snap. Prices are fair, more or less. 40 players will run you about $34 a month (But its TOTALLY worth it).
Their customer service is phenomenal, I have never had to wait more than an hour or two for a support ticket response, and the server performance is unmatched. Absolutely ZERO lag ( As long as you keep the max player number at or below the recommended maximum, and dont do any massive worldedits
Seriously, give it a try, once you order, your server is set up in less than 5 minutes, literally. You don't have to wait a day or que in line etc etc. Upgrading is a snap as well, just click a button, pay the difference, and the upgrade is instantaneous!
