GPU not using 100 power

Recently I got a new pc
RTX 3060 TI
i5-11400f
16 GB Ram

I played with Minecraft 1.8.9 shaders and GPU was at 100 but then after installing the Nvidia control panel(or Windows update) it stopped at 50

Change power settings? Also if your at the framerate you want lower power is more better
