The bold part isn't true (or at least isn't best practice). You can set a parent world and all the children will have the rights of the parent. This is done in the GM config.yml under "mirrors". This way you only have to set the perms once and limit the chance of messing it up in the other yml files.

This is a very common mistake. You DO NOT put the permission nodes in the globalgroups.yml and groups.yml. You put the permissions in the world folder.
