Having a problem with server resource packs downloads.

Hi, im running bukkit beta 1.7.8 on a server in europe with about 1 gig of ram and im having trouble getting it so players are to be prompted to download the custom resource pack i want them to have when they join my server. I also need someone to come on and test it for me to see if they get prompted.
(You may have to open images in a new tab to see them properly, really sorry about that.)
Here is the proccess i go through to try and get it to work:
Step 1, upload texture packto mediafire (It is about 49.7 MB):
Step 2, get direct link to download:
Step 3, paste this link to resource-pack= in server.properties file (after checking it works, which it does):
Step 4, restard minecraft server (start and stop):
Im sure you can imagine what it looks like.
Im not sure what im doing wrong, i may just be that its because my account isn't joining for the first time so if someone would be willing to test it out that would be great.
