Having Trouble Downloading Forge

I downloaded Forge Mod Loader with WinRAR Archiver. However, I can't seem to get it to open with the Java platform, like it says to do in most YouTube videos. I searched for some help online, and this site seemed like a reliable source. Please help! Thank you in advance.

@SupaahMan Yes, but it won't let me open with JavaTM. It doesn't show up on the right click menu.

@Nathsem Yes, I am aware of that. I have tried many of them already, but none of them have worked.

u dont open forge with the JVM u open it with an extractor program like 7-zip/winrar then copy the files into ur minecraft.jar then open up ur minecraft.jar
