Wanted to know if someone could help me creat my plugins folder? Thank you!

When you run the bukkit.jar for the first time it should create not only the plugins folder, but everything else you'd need too.
If it's not, try deleting everything, and re-running bukkit. if it's still not working, go get a more stable build or contact the Bukkit developers.
