If I'm correct, grass texture in MC is actually GRAY, it just appears green because of whichever biome it's In. Hopefully this helps a bit. Meaning, try making the grass gray.

Never use regular Paint.
Always remember that, because it does not support transparency. You can use a program like Paint.NET or GIMP, because they support transparency.
Make sure you edited the right texture in terrain.png, the top-grass texture is the gray texture at the top-left, the first one.The dirt and side textures should be obvious.

You'll see another texture that looks the same by the tall grass.

Your grasscolor.png should not be blank, and should have the triangular texture that's green with some other colors. You can also just fill the square with green color, or any other color you want. The grasscolor.png is found in the misc folder in minecraft.jar.

Are you sure you edited the right area in the texture file?

Are you sure you even edited the right file?

Try editing another texture pack and saving it with the same name to assure that you have the correct format.
