Help

I recently setup a server but when new people come on they all dont spawn in the same spot. So im wondering how i set that. Also, new people when they get on they cant use home commands such as /sethome, /home, /spawn unless its manually set so they can do that. So im wondering how do i set that so everything happens automatically.
