I just downloaded a resource pack and dragged it into the Resource pack file and when i open recource pack to change it on mc its not there... sorry that's the best way i can explane it

Make sure you didn't OPEN the zip file by mistake. Or maybe the download just gave you the blank copy.
Open the folder that you downloaded to make sure that its not a folder within a folder.
