ok so basicly I can't see skins , i can't see my own skin or other ppls , im on 1.18.1 java and i can rarily see some skins but most of the times i don't , I tryed every online tutorial but none seems to have worked

There are two very probable reasons why this could happen: either you have a non-premium Minecraft account or you are offline. If you are offline, try turning the wifi off and on in the Minecraft launcher until you are online.
Are you online? If you're not, then that is probably the issue. Wait, you could connect?
Are you on the "original" minecraft? Not some hacked version?
You can't see skins, and your own skin or other ppls?
i can't see an skins at all

If you are on a server sometimes there is an option to turn/off on visibility to players
ik but its on every server i join
