Help!

I'm trying to download Minecraft mob skin texture packs but it won't redirect me to the download, I've tried unblocking my downloads and everything else I could do in my settings but it still won't download, I can download the image png but I need the file, I've tried again and it says "You downloaded this file multiple times recently. Please try again later." but I have nothing in my downloads, I can download already made texture packs but not individual mob skin texture packs, I have also tried on my phone so I could email it to myself but it won't redirect me either, I'm not sure what to do, thank you
