Help leaves despawning, (java, mods, forge, 1.20.1)

I've made a couple worlds and each time there's leaves just not in there spot, and when I go to place a leave block in the spot one of the ones next to it despawn.. the naturally generated leaves also keep despawning even when it's right next to wood??

I dont know if this will help but if you try to use /fill make sure you put minecraft:(wood type)_leaves[persistent:true] so that they dont dissappear
