Hmm.... Maybe some antivirus software or firewall settings is blocking the connection. Make sure the settings of the firwall is not messing with the launcher, or the network profile is set to private and not public (that blocks some connections in some cases).

Also... I found this forum... maybe is useful, but be careful, it involves some CMD commands and messing with the network profiles:
