When I decide to start Minecraft, it pops up a warning that says "Unable to start Runtime Environment".
I've tried uninstalling it, reinstalling it, removing the .minecraft folder; there is nothing I can do to get on Minecraft!!!

Can you post the log?
Runtime Environment is referring to Java. When you say you reinstalled are you talking about Minecraft itself? If SO then try heading to Oracle, The Java website and checking your version or re-downloading it from there and see if that helps first. :O
