This is an optifine cape, not available by editing skin files. I recommend searching the internet for this.
If you find their username you could go onto NameMC and find the link to their optifine cape.

With optifine, you can spend I think $10 on a cape that is only visible with optifine on. You can then upload banner patterns to change the cape.
Where did you find it? They might've just rendered it with a cape
