EDIT:when i go to some port checker it says port is closed even thought its port-forwared

I would recommend uninstalling Java then installing with the latest version. Sometimes the folder permissions don't carry over during OS upgrades, resulting in the problematic program needing to be reinstalled.

other things you may try..
checking to see if your antivirus software has a firewall feature (in which case that'll block it)
deleting the firewall rule and re-adding it (on your computer, not the router)
Running your server batch file as admin (create a shortcut to the batch file to do so)

ps.. leaving the "server ip" blank in server.properties is probably best, but it really doesn't matter. It Has to be set to the Private IP address you will use for the server or left blank for the server to have a network connection. settings like this is usually for those of us who are crazy and have multiple NICs or a bonded NIC group
Click to reveal
nic = network card
a computer with multiple NICs, Can have multiple Private IP addresses, in which case you would be required to set the server IP so it knows which network card to use.

ok I have this problem sometimes, I once had to keep changing my static ip several times before it worked again. Try to use one you havent used before and dont forget to port forward that.

Do you have your ipv4 settings setup correctly?

IP Address: (The IP for your server)

Subnet Mask: (In CMD type ipconfig and press enter, you'll find it there)

Default Gateway: (Same as above)

Then check use the following DNS server and enter the DEFAULT GATEWAY as the preferred address. Leave the alternate blank.

Make sure in your server.properties you have your IP address as the same one you enter in the IP address box for your ipv4 settings.
