HELP! TownyChat Disabling on server start up!

Hello, I noticed that Towny isn't working on my server at all, None of my players can moved and none of the towny commands work. I first thought that is must be in towny safe mode so backed up my towny date and re-loaded did and still got the error. Then I saw that when I did /plugin "TownyChat" was in red. I looked in the console and saw the TownyChat was disabling everytime I restarted my server and I don't know why. I already reset the ChatConfigs and remove 4 plugins I though could be effecting it but nothing is working. Why is TownyChat disabling?

Here is what is in the console, There are no errors other then TownyChat just disabling for no reason, I feel like I tried everything at this point someone please help me I have people waiting for this error to be fixed so they can play on my server!

There's nothing other then "Disabling TownyChat..."
