Help whitelisting doesn't work

Hello everyone. Today i used /whitelist on and restarted server, but still players who are not on whitelist can join. This happened always before and whitelist never worked for me. Tell me if i am doing something wrong.

What happened is who ever was on your server when you did /white list it added them to the white list. So you need to go to the server files in to the white list and delete it. Then you need to go to server properties and then white list on then restart server. After this go to your white list file and add the names.

Make sure that whitelist is enabled in your server properties. Also you have to completely restart the server for the change to take effect.

Well i restarted my server map after that and before i restarted it one guy wasen't able to join the server because of it, but after i restarted some random guy joined and he was not on whitelist. So maybe that was because i did map restart.
