Help with a dedicated mc server

Well basically I have just set up my own mc server but due to having the worst Internet connection known to man it's SOOOO laggy.
I would like to know how a dedicated creative mc server works how I would use it, would I still be using bukkit with the console and my plugins and also some cheap bit really good UK hosters please
Edit:- also it needs to support big brother SQL etc
