Well I Just Need To Know How To Upgrade My 1.6.4 Server to 1.7.9

There should be a dropdown menu on your control panel allowing you to chose what server JAR to use, and under that there should be an option for 1.7.9. If it isn't there you probably can upload your own 1.7.9 jar and select that.
