if i download minecraft optifine 1.14.4 on my pc i get a .jar file and i have java installed but if i want to open it it doesnt do anithing but if i download it on my laptop i get a extracting .jar file or something and i can open it on there but not on my pc. how do i get minecraft optifine well on my pc.

Uhh, make sure you have the latest version of Java installed, run the jar file if you're planning to play on vanilla, extract it where it says by default, or if you're on Forge just drag the jar file in the mods folder.
In 1.14 forge and optifine don't work together. You will either have to install the optifine client (done with the optifine.jar file) or use the fabric client with the optifine mod and the fabric-optifine port mod (I don't know the actual name).
Oh, okay. I don't like the newer versions so I don't know much about how they work. 1.8 > 1.9+ uwu
