Help With Permissions

Hello I have created a server and for a while now i have been trying to create a permissions file that would work, but have had no success. I also am in need of a good chat plugin so people can visibly see their ranks. please help here is a list of the ranks i need and what they can do:

Member:
• all normal commands like /help
• able to chat
• able to use channels in chat suite
• unable to use /plugins
• has access to 1 plot in plotme
Trusted:
• inherits Member rank
• can use /me
• can use /sethome and home
Elite:
• Can have 2 homes in plotme
• can use color codes
• inherits Trusted rank
Donor:
• Inherits elite rank
• can use /back
•can set 2 homes
• can have non-colored nickname
Angel:
• 5 homes
• can use /kit Angel
• can use /feed
• inherits donor rank
SemiGod:
• inherits Angel rank
• can use /kit semigod
• 10 homes
• can use /fly
God:
• can use /kit god
• can use /god
• can use /gm
• inherits SemiGod rank
Op:
• inherits God and has all commands except able to op and deop
Mod:
• inherits elite rank
• can kick/ban/unban
• can mute
Admin:
• All Commands except setting ranks and De-opping/opping
Head-Admin:
• All commands
Owner:
• All Commands
