Help with Permissions 3.1.5b

I've been trying for awhile now how to use globalgroups.yml, globalusers.yml, users.yml and groups.yml. I dont know how to configure them correctly, because ive tried a lot and cannot seem to get myself to be an admin. I was wondering if someone could maybe send me a pre-configured permissions file? If not just teaching me how to use it would be great. Thanks.

I've configured the files, and now its not working . I was wondering if anyone could help. When I start my server.bat, it comes up with about 31 [SEVERE] at org.yaml, com.nijiko or net.minecraft error messages. I made a video showing my error, so you can see what I have and maybe making it easier to help me. (I suggest watching the video on Youtube because here you cant really read anything)
