I was setting up my permission file for my server and I get this error

What permissions plugin are you using? It looks like PermissionsEx but I just want to make sure. I'm taking a look at the file now.
EDIT:
I would check your spacing in the file (specifically what line the groups are set on)
If you don't have it already, try using an app such as Notepad++
The app will greatly help in being able to distinguish the groupings/lines
