Help with Permissions bukkit

None of the new players on my server have permission to build or chat, i was wondering if there was a permission node that i am missing to allow everyone to do this. even when i have permissions.*, it still wont let me chat or build. i can only do this when im op'd, but obviously i cant op everyone
