Help with Prison Server Protect

Hello, I have made the files and everything for a prison server but the only problem is that I need to protect everything on that minecraft world. I have searched for ages and the only thing that comes up is how to protect an area. I already know how to flag a region so that they can break blocks in the mine but I want the entire world protected. How do I do this?
