ok so ive tryed and i've failed at making my server and spending hours and hours trying to make it work,
can someone give me links to what i need to download and the reccomeded pluggins. . .
this is what i want to have:
the main world and everything Not Buildable.
having specific areas/regions that are.
player "plots" or areas to build stuff where there work is protected.
Ranks for people,
eg: i dont need to "Op" a player for them to help make the map.
Shops (where players can but stuff eg food)
warping to different areas.
and a pvparea (after i make it) (this is optional)
if anyone or someone could help with all of these i would be greatly and most appreciated
ps: even if you could set it up and make a .zip file of your server would be even BETER!

You can make a builders group using the permissions plugin that you are running and then add that group to all protected areas. If you want to add them to the world you would would to do /rg addmembers _global_ g:builders. In case you have locked down your entire world with /rg flag _global_ construct members (allowing only members to build anywhere in the world)
Of course any regions you build will override this so you would need to add g:builders to any region you create. Here is a quick worldguard tutorial for ya

ok i have it all working now and stuff, just miner stuff to fix.
how do i make perms for builders? eg so they can build everywhere like being "OP"

No one is going to give you a zip of their server and I'm guessing if you haven't even been able to start with any of this you are going to have difficulty running a server.
My suggestion is to do some research and if you run into problems use youtube. There is a bunch of tutorials out there on how to get all this working.
After that, if you run into a specific issue getting any of these working....then we can provide more direct help

Do you know something about making server?
If you dont you probaly want someone to help you with all the plugins and configs+ permissions.
