Hmm i need some help towards some server themes

i am new to setting up a server, and i don't know what ideas best suit a mc server
here are the ideas
1. a fully modded mc freebuild server with furnitures, electronics and spaceships
2. a magic themed server with all sorts of amazing spells
i would want some opinions from you
And also i have heard from past server owners that getting a playerbase is very hard. Any suggestions?

-Going some particularly popular, but not over exploited ways makes, such as the "CrackShot" (guns) plugin, can help get some players on simply because of the OP nature of guns.

-Combining multiple features, so long as they work, can go very well.

-If you do go with spells, make them user-friendly, as going through six help pages to find something simple out is not my idea of fun.

-Finding a "bending" plugin could get you a basis for spells.

-Whatever you do - don't slap in the typical stuff you see on so many servers.
That includes just putting factions + mcmmo in and forgetting about it as well as just putting in default plotme. Stuff like that gets boring and same-old, even when covered with a lot of polish.

Here's some other tips as well, aside from the main question.

-Try to keep the server up as long as you can, preferably 24/7, and make it run smooth (NOT LAGGY) to keep players interested.

-Don't just hire staff based on what they only say or slap into an application. Get to know the members a bit first and keep track of how good they are. Then start low and work them up.

-When it comes to permissions, I would try to give as many as reasonable and not OP for the player, so that there are more choices. For example, /back and /who. Both aren't necessarily required, but they are nice extras that a lot of servers give.

-Be careful with donating. Don't shove it into people's faces or say they can't get staff or go anywhere without donating. When it comes to perks and ranks, don't EVER give them Op unless they either have your trust or make you not need to have a job again in donation. Finally, add perks that are interesting, and don't cut out what could be in default just so you have something for them to donate to get.

-Try reserving some space or making a world so that you can build stuff and copy it to where you need it to go via worldedit, while not having it open to everyone beforehand.

-Sure, minigames are good. But make them not a default thing just slapped together in the main folder and let it sit. There are tons of other servers with multiple times the effort dedicated to minigames.

-If you can't build good, see about getting yourself an official builder or something of the like. Nice buildings don't always make a server, but crappy ones can make the split seconds players are chosing to give you a chance be wasted when they join.

-Be consistant and dedicated with advertisements. Social media, bump posts, encourage voting. But also don't be obnoxious. Don't advertise and spam IP's on other servers, don't bump 5 times a day, don't attach Op to players voting, and definately don't make a scandal with the way you advertise by being rude and obnoxious to someone asking a question or saying they don't like the server.

-Being on often helps.

-Make sure you test for glitches and bugs with a testing account before you open up the server, as there are few ways to kill the mood for people by them being unable to modify blocks because you forgot essentials.build.

-Open the server when it is done or has something to do for a long time, so that you can make a good lasting impression from the starting point.

-I consider having worldedit, worldguard, essentials and groupmanager (or PEX) essential to a server. Worldedit for building, worldguard for protection (exchangable with factions), essentials for commands and functions for running things, and GM/PEX for groups and permissions.
